Quest chains absent in Rohan

I'm trying to start the Riders Three quest chain. But it's massively confusing because most of the ques chains are strangely absent in Rohan. I seem to remember they were there last time I did this. But I'm not sure. Anyone have a way to restore them? I don't know how. Acatlover2 (talk) 14:16, 5 February 2019 (UTC)
