Each squad consists of a Dunlending Archer-captain and two allied Dunlending Archers. This quest is supposed to bestow just south of Brockbridge, but seems to be locked behind Nágas, Overseer of the Brockbridge Siege. If it does not bestow, try completing that one first.

Bestowal Dialogue The perimeter of Brockbridge is crawling with squads of Dunlending archers. They make it very hard for the Rohirrim to make any progress against the siege and should be dealt with. Background The perimeter around Brockbridge is swarming with Dunlending archers. Even an unskilled Dunlending with a bow could kill a veteran warrior with a lucky shot. Objective 1 Defeat Dunlending archer-captains (0/2) Defeat Dunlending archers (0/4) Archer formations have been spotted patrolling the perimeter around Brockbridge. They should be dealt with. Objective 2 Complete You have dealt with many of the archer formations patrolling the perimeter around Brockbridge. The perimeter is not as deadly as it once was, until the White Hand sends more reinforcements.
