You are right: there is no other two-handed mace in the game and no characteristic. If some classes would be able to wield it, it would be the Captains and Guardians: they can wield 2H axes, clubs, hammers and swords.

Since this item is Bound to Account I mailed to one of every class and no class was able to equip it. It cannot be cosmetically shown over any Two-handed item that I've come across either. I reported it as a bug as well as created a forum post to lotro.com - Hanbury (talk) 21:10, 21 December 2021 (UTC)
