This quest item drops from level 30 - 32 Burrowing Sand-norbogs near the bank of the Brandywine River, Northeast of Glass-blowers' Camp in Evendim.
Real Life Inspiration
This is a reference to a real life toy lead dog that was lost by JRR Tolkien's son Michael, which was the basis for Tolkien's story Roverandom about a little dog that is turned into a toy by an irritable wizard then goes on fantastic adventures to track down the wizard and return to original form of real dog.
