As of Update 22.3, Festivity Tokens now appear in your wallet.

Drop Information

This item drops from the baskets or chests at the end of any Seasonal Instance. Five tokens drop from each of the solo, small fellowship, fellowship and raid versions of the instance for a total of 20 tokens daily per character.

It can be traded with Verbena Greenhand for items during regular festivals and Games-master during Anniversary Festival.
