Fortresses are a type of Settlement that are smaller than Castles while about the same size as Towns.
They may offer a moderate amount of services, several NPCs with or without quests, and have a fortified and orderly (militaristic) feel to them. Some fortresses have fallen into ruin, yet are the site of renewed activity as the Free Peoples reclaim their former lands. Some fortresses aren't Settlements at all, and may be wholly abandoned or held by hostile forces.
