The following skills apply this effect to the enemy target:

•  Blind Bet -- random application of any tier 1 - 6
•  Diversion -- random application of any tier 1 - 6 (requires trait  Double Down)
•  Surprise Strike (Stealth, Blue-line) -- 33% chance of random application of any tier 1-6

Whenever a new Debuffing Gamble is applied on an enemy, a new tier is randomly applied, and the effects do not stack.

The tracery Gamble Upgrade Chance makes this effect have up to a 33% chance to have its tier upgraded when refreshed.
