Boggarts, the smallest breed of Orc-kind, are a subtype of Goblin. They stand about two to three feet in height. What Boggarts lack in stature, they make up for in sheer numbers, for they travel in packs and prefer to overwhelm their opponents with coordinated group attacks. Like most Goblins, they are considered foot soldiers and slave labor by the larger breeds of Orcs. Boggarts can mostly be found in Evendim and in Goblin-town in the Misty Mountains.

There is some speculation as to whether the Bugans of Dunland and Enedwaith are Boggarts, or another subtype of Goblin.

Background

Boggarts, a type of goblin or bogeyman in British folklore, are not mentioned in the work of J.R.R. Tolkien. The author does refer to Hobgoblins in his writing, though it is ambiguous whether these creatures are larger or smaller than regular Orcs.
