Go north of Esteldín to the pass into Ram Dúath in Angmar. [6.0S, 41.0W] The drakes can be found some way up this valley. They are about level 31 and have around 4,500 morale each.

Objective 1 Collect Drake Leather-hides (0/4) Drakes can be found in the western valley of Ram Dúath, north of Esteldín. You should collect drake-wings from the pass of Ram Dúath. Objective 2 Bring the leathers to Melthindir Melthindir is at Esteldín, standing watch outside the east entrance. You should bring the leather you collected to Melthindir. Melthindir: 'Thank you, <name>! These will be very useful in crafting some excellent armour for the Rangers.'
