Provisioners are found throughout Middle-earth but always in larger crafting areas. They sell a few simple items and buffs.
In some locations they are simply named "Provisioner" and their appearance change randomly.
In a few locations they are called Travelling Vendor. And in homesteads an NPC serves as both Supplier and Provisioner.
