Threat Level is how a mob will react as a player approaches it and/or attacks it. This is determined by the level of the mob versus the player's level, the player's actions, and the type of mob.
Threat Level Definitions
Aggressive - Attacks any player that comes into range.
Threatening - Threatens to attack any player that comes into range. Attacks after several seconds (exact time depending upon the mob) if the player has not moved out of range.
Passive - Will only attack if a player provokes it by using an attack or ability.
Harmless - Will not attack any players even if a player provokes it by using an attack or ability.
This table will show you how threat levels work.
