Not sure how to best add this info but unlike a lot of the other Captains, for Akashpug, you need the quest "Tar Stazg's chief" from Palanaer in Echad Dunann to be active to get the summoning horn. Gamzhurm is similar in that it needs the quest "The Lord of Porth Cadlus" from Glavroleth in Echad Dunann. I legit though this was bugged until I digged a little further.
