I don't think these two Tordorons are the same person, as the northern and southern rangers had little to no association prior to the War of the Ring. It is likely just a happy coincidence. -Sinordloresearcher

I agree; by all indications they're separate people. Their locations (with no sign of Angmar-Tordoron having gone south with the Grey Company), their models- not just their uniforms, which are pretty distinct between the northern/southern rangers, but Angmar-Tordoron also has an injured eye that Ithilien-Tordoron lacks.
