The lorebook has him as a lvl 35 elite; I suspect there must have been a big change in one of the later releases! I don't know how to find all the information that would go in a revised entry; http://lorebook.lotro.com/wiki/Monster:Dourhand_Falconer is quite brief. http://lotro.mmodb.com/bestiary/dourhand-falconer-2325.php has yet another version.
