I am recalling a quest line involving Duinhir, where Aragorn takes pity on those who cannot bear to advance to Mordor and he sends them to Cair Andros with Duinhir leading them to retake the island. - Yes, I did finally find it in the Henneth Annun quests. It is not entirely clear from how they are listed what the prereqs are. I know I finally got "Breaking the Trap", and that led to the Tordoron quests, both of which I had to complete before being sent back to Anborn to get the "Before the Battle Plain" quest, which is presumably the prereq for the Cair Andros quest line.
