This effect is active on both player and Mob(s) if a Delving Storm of Fire is close-by. These storm clouds are spawn due to the effect 
Epic Tempest.
Quest Information
- Storm of Fire can be active on players and Monsters during Delving Missions of tier 9 and higher, when
Variant 3 - Malice 9 or Variant 6 - Malice 9 is active.
