This effect is inflicted by puddles dropped by Chasing Darkness during the Fall of Khazad-dûm raid on Tier2+.
Additional Information
Standing in these puddles will protect you against Fire damage done by Durin's Bane, especially when he does his Fulmination attack. Downside is you'll receive no healing, so it's advised to stand in these puddles if you're on high health.
