It is not clear (not to me at least) what you have to do to get this quest bestowed. Only a single quest is listed clearly as a prereq and this quest is listed right after that, followed by several quests that you can get without having done this quest, and so the relationship between them (if any) is unclear. Before the Battle Plain is the only pre-quest... as soon as you check that one you'll notice the whole chain. Due to the scattered nature of the quests, it seems the full quest prerequisites aren't listed. Here's the chain leading to the final quest:
