This looks like a template bug...

Note the Map ref for this quest.... it has "[|[29.4S, 72.1W]]]" showing in the infobox, yet the quest load page shows the following text for these fields.

 | endinglocation     = [[Location]] <!-- blank if starting and ending locations is the same-->
 | region2            =              <!-- blank if ditto ... or map-name as above -->

Easy enough to work-around the issue, however the boiler plate, implies that it should work differently.

When you have ending coordinates you must always fill in region2, even when it is the same as region1. I think it is the comment that is misleading. I seem to recall, that those comments were shortened at some point. If that is so, then some of the meaning may have been lost.
