For the main Library quest:

If you die during these quests, just rez and continue. The mobs don't re-spawn. Pull them away from their locations--lots of patrols.

Urbin is inside the library, top floor, center on a balcony.

Completing the quest gives 3 Golden Tokens of Dol Amroth. Cool-down for repeat is 8 hours. You can reset the cool-down with 5 Mithril Coins.
