Walkthrough & Notes
As you approach the stairs at the west end of the Twenty-first Hall and the dialog There are no enemies in sight, but something catches your eye appears on the screen, a quest will be auto-bestowed ... Questions of Stability The quest auto-completes when you have examined the 6th rubble. Currently (1 March 2013) there is no "soot" to examine. It appears the dialog is wrong. This has been bugged.

You should investigate to see just how filthy and polluted this once-great hall is. The Twenty-first Hall appears to have a widespread issue of a crumbling celing. While no enemies lurk here, it is clear that there is much work yet to be done in order to make this hall livable once more.
