You have to be below Meneldor to talk to him. You can easily kill the few spiders in the cave one at a time, but there are some stealth ambushers there - watch out!

Quest Text

Bestowal dialogue "The search for the great eagle Meneldor has brought you to a large spider cave in the hills, a dwelling most perilous for a denizen of the skies." Background Landroval has directed you to the entrance of a large hill-cave, which is home to a dangerous breed of spiders. If Meneldor has entered this cave, he may be in great peril. Objective 1 Talk to the Great Eagle, Meneldor Landroval has asked you to search for signs of Meneldor in the cave and to lend him aid if you happen upon him. Meneldor: 'Be careful, friend! We are not alone here.... 'Hurry, she moves ever closer to me!' Objective 2 Defeat the spider, Meneghen Meneldor has warned you of the presence of a dangerous creature in the cave. This threat must be dealt with quickly before attempting to free the Great Eagle. You hear a large creature moving among the webs Meneghen has been defeated and Meneldor is now safe Objective 3 Talk to Meneldor and release him from the webbing Meneldor remains entagled in the spider's webbing. He may safely break free now that the spider-queen has been dealt with. Meneldor: 'With the swiftness of the northern winds, I will break free this cursed webbing. Just a moment.' Objective 4 Talk to Meneldor to leave the spider-cave Meneldor has escaped the webbing and wishes to depart from the cave at once. Meneldor: 'I cannot thank you enough for freeing me. I am most fortunate that Landroval sent such a hardy liberator. You fared well against that dreadful spider!' Meneldor: 'Let us leave this dreadful place at once. I was foolish to have come here at all. 'Enough of my strength remains to bear us both safely back to Landroval. You may climb upon my back, but hold on tightly!'
