Hello, i saw you made a couple of talk pages, in my opinion totally not necessary. If you are not sure about some edits or want to talk about lotro-wiki stuff, you can use the lotro-wiki Discord https://lotro-wiki.com/index.php/Discord

If you want talk about general lotro help, there is a very big unofficial discord https://discord.me/LotROdiscord and probably hundreds smaller ones.

To answer your question, the item is useful exactly in the way wiki says; you can use it to get the smoke animation. It's an item so it will not consume, i am keeping it, pretty sure i had it in my inventory all the way since i got it to level cap. But it is an item with cosmetic effect, if you are not into that kind of playing, you can just vendor it.
