I know I've seen this come from other places, but I don't know if it's lootboxes or dungeon chests (or both?). Anyone have a better idea?

- Never mind, got confirmation in-game! It can drop from any scaled dungeon instance - no one I talked to had ever seen it in a skirmish raid, but someone saw it at a non-level cap Helegrod raid, and I saw it myself today in an 85 Dungeons of Dol Guldur party. (Wish I'd held off on asking here. :P)
