Description
Frosty Air heralds the immanent arrival of the Giant Núrzum. It is encountered in Byre Tor in Wildermore during the quest What Waits at Byre Tor and a couple of other quests (see below).
It may be difficult to target and click on Frosty Air's quest ring. It may need to be selected with the "Select Nearest NPC" hotkey (Default F10).
