Using the skill 
Efficient Strikes applies this effect to the Brawler. While active, any skills that spend Mettle have their cost reduced by 1.
Armour Set Interactions
Equipping 4 pieces of the Umbari Armour of Practiced Movement armour set acquired from the Depths of Mâkhda Khorbo Raid makes this effect further reduce the Mettle cost for Spender skills by 1, and makes it grant -100% Power Cost.
