It's Magill's mess. :p hehe I dont' know and since it already happened and is something that in the future won't be relevant... It won't see much work from me.

There is nothing "messy" about it -- it is simply a chat log. :) (Excerpts, mostly from a specific Forum thread.) It is organized by date, with the newest at the top. In theory, the TOC should make that obvious.

In any case, I would not really worry about it any more as it is pretty much history now. I suspect that we won't see any news on moving servers to Europe, as I think that was deferred indefinately, but who knows. It is primarily an archive (or graveyard) for optomistic statements.
