This effect is a random chance costume applied to your character after you have used   Basic Costume Grab-bag .

Effect Notes

• The cosmetic it applies will be visually equipped to the shoulder slot, replacing any visible gear or outfit shoulders. Changing the underlying shoulder skin (switching visible equipment, swapping to another outfit, or changing the cosmetic in an outfit) will make the armour take on the dye of that skin.
