I think they appear to be the same level due to their rarity. I have seen a few show with different levels. That may be due to the level range in a band or it may be due to changes in the game. Despite that, the level of those rares varies right along with the variation in level of the local mobs.

I agree that it is much more interesting to know the level of the rares in a region.

We already categorize mobs by type. If we also categorize by level, or level range, or level band, the DynamicPageList extension can be used to pull up Category:Beast who are also Category:Rare Elite as in this example:
