The best places to hunt for lizards and crawlers are:

Inside The Brackwater cave at the Walls of Moria at ^{[50.4S, 5.2W]}
The whole area of Emyn Naer, especially at Goeolhad ^{[53.8S, 13.5W]}
The Scrub-crawler can be killed to do this deed but it doesn't appear in the mini-radar

This deed can be started at level 45 if you are eager to get your first legendary item (get a Map to Eregion - Echad Dúnann then go to Ráthwald to start the Vol. II Book 1), lizards can be encountered if you choose to do the optional quests in The Brackwater.
