I don't consider this a bug, MW might have other thoughts. My understanding of transclusions relates them to a C/C++ macro defination where the text is just expanded in place. It's really no different than ::==heading==, which will do the same and I don't consider that a bug. The alternate approach here is to use a table, essentially that is what MW would have to do to cause the page to indent.
