This cloak cannot be attained in-game.

The Wayfarer's Cloak could only be obtained at the time of the game's release through the founders program. All founders received (and still receive with every new character created) one of the special founder's cloaks (based on which store they originally purchased the game from).

If you ever destroyed the cloak, it's still possible to get it back by using the /reclaim command.
