This deed is available at level 20.
This deed is only available during the Ill Omens Event.
This deed does not appear to advance if the harbinger is defeated after the final boss of the skirmish.
A quick way to advance this deed would be to start a short Solo skirmish, like Rescue in Nûrz Ghâshu or Strike Against Dannenglor (skip banner 2 and 3), 7 levels below your level on Tier 1.

As long as the Harbinger is still green it counts towards this deed. Slay the Harbinger, leave the instance, rinse and repeat (max 15 per hour due to Instance Limit).
