Tactical Information
Free Peoples is the Minstrel's strongest damage Anthem for the fellowship, no matter the specialization. Unlike other Anthems, this skill is not paired with another, meaning that the only way to refresh the Anthem effect is by using the skill again. It requires 3 Ballad Buffs active on the Minstrel, which is the most expensive Anthem.
