Khas Rûktar is the leader of the Sokhûri, a people dwelling in Yâd Hakar during the closing years of the Third Age.

Under Khas Rûktar's leadership, the Sokhûri marched to war and took part in the Battle of the Pelennor Fields, where they fought with notable ferocity. Despite their resolve, the Sokhûri were defeated along with the other forces arrayed against Gondor.

In the aftermath of the battle and the fall of Sauron, Khas Rûktar chose a path known among his people as Kerem-thak, a tradition of survival through submission and reconciliation rather than continued war. Seeking peace rather than destruction, he accepted the new order arising in the West.

On behalf of Yâd Hakar and the Sokhûri, Khas Rûktar dispatched Hasong and Mauthoi as emissaries to Minas Tirith, where they sought peace with King Elessar, newly crowned after the War of the Ring. Their mission marked the beginning of a new relationship between the Sokhûri and the Reunited Kingdom, founded on submission, diplomacy, and the hope of lasting peace. However, Mauthoi was shortly thereafter murdered, and Hasong left for his home in a fury, calling they Gondorians "Dhûrto" - traitors.
