That sounds really weird, indeed, and does not comply with what I remember from this quest either. Perhaps that editor arrived at the spot when Sharpfang was just killed and thought killing wolves in the area made it spawn, while in fact it was just a respawn. If Sharpfang would be bugged and shares a spawn point with regular wolves in the area, this should've been worded more clearly.
