It appears to be current as of Siege of Mirkwood... but I don't know if/when it was actually written. (I wish they would date Dev Diaries, and indicate if they are current with the latest updates ... sigh :(

Those are definitely both old. Legacies and classes have both been changed since then. Many of those Minstrel skills don't even exist any more. I have not seen an official list anywhere that's up to date. The surest way to get legacies is from the game - I try to add information as I come across it. It's possible to see the legacy information for other classes when you identify an item, even if you can never equip it or level it up. Elinnea (talk) 17:32, 20 December 2011

Helms Deep brings class changes, and with them come some updates to the Legacies provided in game, and in the LOTRO Store. From now until Nov 18th, we’ll be removing the items being revamped from the LOTRO Store. We hope that by doing this it will help you all to avoid purchasing things that might change out from under you.

When Helms Deep is live, the legacies will automatically be replaced by their new versions. This will include legacies already applied to weapons, standing in inventory, or stashed in storage.
