Yes, the Fall of Moria can be entered from at least two and possibly three mechanisms.

One is the, I think, Epic Quest line. This is the "normal" way to access this "Session." And, I believe we are talking about "Session Play" here, not an Instance, i.e. where you are the Dwarf, not your normal toon.

The second mechanism is most definitely Session Play -- This is to read the Chronicle of Events atop the Spire of Meeting in Rivendell.

The third is (or was) from a Dwarf (Skygni?) standing outside the 21st Hall (Stable End as I recall). I believe he will give you the Session Play Quest if you have not done it as part of the normal Quest line, but it's been a while, so I'm not certain about him.

What I see in the mentioned Quest:The Fall of Moria (Epic) appears to be a mixing of the two. It is possible that Turbine changed things at some point. I haven't run a toon through the Walls of Moria for quite some time now. (Before ROI at the very least.)
