I think when Elinnea and I checked out the Spier of Meeting last year, It was clear that it was acting like a Reflecting Pool in that you needed to have completed the quest previously before it would be offered to you in the Chronicle of Events. In that, the Chronicle is similar to a reflecting pool. However, the Chronicle only displays Session Play events in the Epic line. If I remember correctly, none of the Session Play quests are offered at any of the Reflecting Pools. I believe that is why Turbine created the Chronicle. I believe the Chronicle was "created" as part of Update 6 (Shores of the Great River.) The Chronicle page has its own "wrapper quest, which is much simpler than the others.
