I asked the same question. My plan was to create clean copies of each of the three mechanisms for starting that session. The plan was to then examine them to see if they could be merged. Before I started down this path, the one starter was some kind of mish-mash that randomly combined parts the dialogues from Ráthwald and Sandar (Eregion).

I have two toons in the low 50's. With one, I wrote up Ráthwald's version when I encountered it. The other toon did not take it, but has not been offered the quest by Sandar yet. I think there is an epic quest pre-requisite before Sandar offers it.

I believe that you have to do one or the other of these variations before you see it offered at the Spire of Meeting, IIRC. I also wanted to check if it is offered at the Reflecting Pool in Rivedell.
