Image editors include:

GIMP

  • Zoom a few times (+ key) over the icon in your screenshot
  • Click on the 'Rectangle Select Tool' on the Toolbox
  • Select the square area of the icon you want while making sure that it is a 32x32 pixel size (the bottom of the program shows "Rectangle: 32 x 32")
  • Go to Image --> Crop to Selection. This should crop your image to show only the 32x32 icon.
  • If necessary, remove pixels which should be transparent with the Eraser tool (see also this discussion).
  • Go to File --> Save As...
  • Rename it as .png file or click Select File Type (By Extension) on the bottom and select PNG Image
  • Click Save
  • Click Save a second time

Paint.NET

Photoshop

  • Zoom a few times over the icon in your screenshot
  • Click on the select tool
  • In the select toolbar under Style: select 'Fixed Size' and change your width and height to 32 px. This will limit your select tool to 32x32 size (Lotro-Wiki's required icon size).
  • Click near the corner of your icon and make adjustments by moving the selected box until it fits around all four corners of the icon.
  • Go to Image --> Crop. This should crop your image to show only the 32x32 icon.
  • Go to File --> Save for Web (or Save for Web and Devices.
  • Make sure that you have file type: png 24 (the second option) selected.
  • Click Save

Irfanview

  • Zoom in a few times (+ key) over the icon in your screenshot
  • Select the region containing the icon.
  • Try to place the upper left corner as accurately as possible; you can change its position later if necessary, but it is slightly more work.
  • Go to Edit --> Create custom crop selection (Shift-C).
  • Select the "pixels" radio button and set Height and Width to 32. Changes in height affect the lower edge; changes to the width affect the right edge.
  • To move the upper left corner, edit the X and Y positions.
  • Go to Edit --> Crop selection (ctrl-Y). This will crop your image to show only the 32x32 icon.
  • Go to File --> Save (original folder).
  • Set file type to PNG, and fill in a name according to the naming conventions below.
  • Click Save.

Preview (macOS)

  • Zoom a few times over the icon in your screenshot ("+" in tool bar or cmd+ from keyboard
  • Click on the image -- cursor becomes a "+"
  • Drag cursor to surround image area desired (Size will display in a box as you drag)
  • Then, (fast technique, you can always use the pulldowns):
    • Cmd-c (Edit/Copy)
    • Cmd-n (File/new from clipboard)
    • Cmd-s or Cmd-Shift-S (File/Save (as))
  • Enter file name in "Save As: box
  • Select save location
  • Select format (PNG or JPG)
  • Click Save
  • Upload file
