The instructions 
Warrior Skill: Whirling Wounds, available at level 45, must be purchased from a Skirmish Captain. Once read, the trait will show in the Skirmish Trainer panel for acquirement & upgrade.
Quest Information
Rank 1 is automatically granted if you pick the Warrior Instructions as the reward for the quest Skirmishes, eliminating the need to purchase the Warrior Skill: Whirling Wounds from the Skirmish Captain.
