Scaling items

In trying to figure out how to best integrate Scaling Items into the Wiki, based on Item: Greater Dextrous Axe of Prowess I created a new section of Boilerplate:Item#Scaling Items for folks to copy.

Please read it over and see if it needs anything added/corrected, etc.

Some day I'll figure out why sometimes you get an option to move the Talk page and sometimes they don't.
