Faction Required?

Nah, not that I've seen. I've had characters at Neutral standing barter for runes and title scrolls from him (and from his Grey Company counterparts). Given the prices for the upper end items like the empowerment scroll, I think the idea is to gate on sheer expense. -- JnK (talk) 09:33, 10 March 2012 (EST)
