I realize that the vendor list is broken up into Tiers... however, as a lvl 10 Minstrel... I have all 3 tiers open to me. (And there were only 250 Tokens collected on the server at the time!

So, I don't know what, if any, significance those "tiers" happen to be. They were added after Bullroarer went down, so there may be some meaning, or like so many other things...they simply didn't quite finish ... :)
I'm seeing many comments about the drop rate, and I wanted to clarify a few things.
The landscape drops that people are getting are not the only way to get Bounder's Tokens. Over the course of the event, more ways of getting tokens (and more reliable ways of getting tokens) will appear. The landscape drops are a passive thing, that're supposed to provide a steady stream of tokens over a long time. The drop rate on the landscape Bounder's Tokens is intentionally low, because it applies to everyone, all the time, for the entire duration of the event. Think of this more like a marathon, than a sprint.
For those concerned about some servers not unlocking the server vendor and Bounder's Boon: we've taken this into account in our numbers. We've set the value at a point where we feel that every server has a reasonable chance to unlock the final rewards. Larger servers will unlock it earlier, and smaller servers will unlock it later, but the number is low enough that it's designed to be reachable for everyone, if they try enough.
I know that the number looks daunting, but we're only a few hours in, with only one way of obtaining tokens open. We've got more tricks up our sleeve, and we're keeping a close eye on this event.
Even though you can see all the items on the vendor, you can't barter for them until that character has completed the corresponding deed by donating tokens. Click on one of the items in the higher tiers and hover over the barter button and it'll tell you something like, "You cannot barter for this item because it has a quest requirement you do not satisfy. You must have completed deed 'Bounder's Bounty (Tier 1).'" I'm still working on accumulating enough tokens to test the validity of this notification. Neum (talk) 03:37, 27 August 2013 (EDT)

Lots of problems with the whole shebang...

As many have noted... the Bounty quest line is bugged.
We found an error with the deeds and what level you need to be to have them bestowed. Right now, players under level 45 are not getting the deeds if they complete the Aiding the Bounty quest. We are fixing it and it will be up the next time we patch!
The good news is that all of your turn ins and progress will be tracked when the fix is applied. So you can keep turning in and doing the quest without any worries that you aren't getting progress. We just secretly locked it behind super secret dwarf doors. Once the fix is applied, you will also have access to the personal reward vendor if you have earned it! Sorry for the mix up and keep turning in those tokens! :)

The drop rate increase will happen at some time today. There is a process to this change and it is not as trivial as it would seem. Be patient, but the change should be significant. And yes, we only tweaked the drop rate.
According to Sapience this change was live on all servers by 2:40PM —The preceding unsigned comment was added by Magill (Contribs • User Talk) at 28 August 2013.

Are there any restrictions related to the deeds?

As best I can tell from several toons of different levels, there is no requirement to have any of the deeds before you can barter for items.

It appears that all you nee are sufficient tokens.

There are still quite a few bugs in this, but even on Bullroarer, there was no restriction by deed.
