I found this guy in the middle of Tuckborough, next to Grammy at the center.

Thats correct, but he's not roaming. As the Housing Broker of the Shire, you can find him at several places (for promotional purpose I think): Tuckborough, Waymeet and The Shire homesteads --Tiberivs (talk) 04:17, 6 October 2011 (EDT)
