He is the second of the four Wraiths of Fornost. Having the quest Rhavameldir, the Wraith of Earth and killing him completes the deed Fornost -- The Gate to Fire, which is a prerequisite for the Wraith of Fire instance, and thus a prerequisite for the fourth instance as well.
