There are "Beam Attachment Points" high up on the supports of the broken bridges, something you could interact with if you could reach it. Also, there are mobs wandering a second level, and no way I can find to get to the second level. Has anyone else figured this puzzle out?

It does seem like either the place is unfinished or was planned for something more complicated. If my memory serves, it is possible to reach the second level. I believe there's a collapsed wooden platform that leads upwards somewhere in the northeast of the instance. If not there, it's somewhere along the periphery.
Once you get up there, you'll notice that the north and the south sides of the upper level are separated by voids too wide to simply leap over, but by using the Beam Attachment Points, you can magically create temporary pathways, albeit tediously narrow, to cross to the other side. Nothing noteworthy exists up there aside from more mobs and more vases and your own sense of accomplishment. If you enjoyed ascending The Beacon of Eaworth, then this is right up your alley.
