RTC or Zimoon...
This looks like a template bug...
Note the Map ref for this quest.... it has "[|[29.4S, 72.1W]]]" showing in the infobox, yet the quest load page shows the following text for these fields.
| endinglocation = [[Location]] <!-- blank if starting and ending locations is the same--> | region2 = <!-- blank if ditto ... or map-name as above -->
Easy enough to work-around the issue, however the boiler plate, implies that it should work differently.

- When you have ending coordinates you must always fill in region2, even when it is the same as region1. I think it is the comment that is misleading. I seem to recall, that those comments were shortened at some point. If that is so, then some of the meaning may have been lost.
