The "Bestowal dialogues" here are listing the text from the letter sent to the player, not what's actually said when starting the quest (by right-clicking the Pressing Matters note. Not sure how/if both should be included, so I'm posting the Captain quest text here for future reference:

I have been informed of news that needs attention. With it comes a lesson, and I can think of no better charge for you to undertake. Bring the letter to me in Bree, and I will see that you are set to the task.

The first time I saw this kind of quests it seemed to have the mail-text only, then there was one with dialog-text only but framed as it was from a mail, but there is also a version that has both the mail and the dialogue. I prefer the latter since it covers both versions :)
PS: I would add that I don't mind either way, but then the mail-item-page should be fleshed out, they are not. And that requires players to visit that page to read the intro text. If we vote against that we should vote against having dialogues too, for symmetry reasons :P
